What is your download process? I don't see any need for such option.

I would like to limit an individual from downloading content.

Need a way to block the newsgroup to prevent the downloads.

Dunno how efficient a block list of newsgroups would be because uploads are usually uploaded into several different newsgroups. It's somewhat funny that you need to block newsgroups in Alt.Binz. This makes only sense if you share the same computer with the same applications running under the same Windows user account.
