Bandwidth limit problem

Bandwidth limit doesn't work for backup servers.  If I have the bandwidth limit set to 50%, and I download a file that's older than the max age of my primary server, it downloads from a backup server at 100% speed.

Ah, I was pulling my hair out trying to figure out what was going on because at various times my bandwidth was being pegged at 100% even though I had a limit of 50% set.  I just narrowed this down to the backup servers today and was coming here to post a potential bug report, and found this.

Any ETA on a possible fix?

Possibly related issue.  I have two files in my download queue, and two primary servers configured.  I set file 1 to only use primary server A (free server with short retention), and file 2 to only use primary server B (pay server with long retention).  I enable the "Download one collection at a time" option.  When I download, it downloads from one server at a time, which is what I want, but it only uses a fraction of the bandwidth limit I have set.  So if I have the bandwith limit set to 80%, and servers A and B each have 4 connections, when server A is active and server B is idle it's capping the bandwith for server A at 40% of the available bandwidth instead of 80%, and seems to be reserving 40% of the bandwith for the idle server B.

Yes it's related. I'll have that on my mind when implementing fix for 0.45
