pause imcomplete files

It would be nice to have a feature to be able to have files that are incomplete paused and moved  to just before the fix volumes and an option to unpause them when there is a par file and enough pieces to fix the missing parts. Also possibly downloading what is known and waiting until it can fix before decoding it.

It seem to be old, but relevant to my interest, so I will bump it up. Second this request, I think it would be helpful in some cases not to save incomplete files in download folder, but to have an option to pause (or mark as failed or something like that) them and keep in the queue, to try downloading them with another server (that is not available right now, for example) in the future.
