If I restart alt.binz, pars didn't imported, so when I import par, it will NOT be unrared when DL is finished.

Did u check "Save PAR2 tab info on exit" under Setup->Par2? In version before the latest you have to dl at least one file from par set to be unrared, but in the latest version unrar status of PAR2 tab should be saved.
